The Badge Dealer is located in the battlegrounds waitingroom. Valor Badges are used in the shops and for Bank System, only Bravery Badge is used.
Bravery Bank System
The Battlegrounds Bank System is used as an intermediate to the Card Shop. So if you want to buy a card on /cashshop you first need to deposit your Bravery Badges in the bank. It can be withdraw later if necessary.
Valorous Weapon Shop
Basic weapons can help beginners in battlegrounds. They can be bought for 275 Valor Badge each. They are all unslotted and can not be traded or refined.
